PS19/26 – High loan to income lending

The PRA and FCA published final policy statement PS19/26 on high loan to income (LTI) lending, removing the firm-specific 15% cap on individual lenders' high LTI flow while keeping the aggregate limit consistent with the FPC's recommended 15%. It applies to PRA-authorised mortgage lenders and their mortgage-lender subsidiaries, and to FCA-authorised mortgage lenders that are not subsidiaries of PRA-authorised firms.

Checks to consider

  • Check whether the firm's high LTI lending strategy and risk appetite reflect the removal of the firm-specific 15% cap.
  • Review governance and risk management arrangements for high LTI lending against the new PRA supervisory statement SS2/26 or FCA general guidance, as applicable.
  • Consider how a possible gradual downward adjustment of high LTI lending would be managed if the aggregate limit becomes inconsistent with the FPC limit.
