CP26/37: Senior Managers and Certification Regime (SM&CR) Review: Phase 2
The FCA consults on the second phase of its review of the Senior Managers and Certification Regime (SM&CR), proposing to streamline senior manager applications, reduce the number of firms in the Enhanced regime, remove the Certification Regime and simplify Conduct Rule training and breach reporting thresholds. It applies to all firms in scope of the SM&CR, including third-country branches, and to cryptoasset firms expected to come into scope.

Anderson, and joint venture partner Digital Licensing, Inc. with principals Schad Brannon and Roydon Nelson, alleging an offering fraud of at least $200 million from more than 100,000 retail investors through the DEBT Box enterprise, which offered license agreements giving rights to crypto assets. Relief defendant Business Funding Solutions, LLC is also named, and Brannon, Nelson and DLI have consented to settle without admitting the allegations, subject to court approval.

The Central Bank takes enforcement action against Coinbase Ireland
The Central Bank of Ireland fined Coinbase Ireland Limited EUR 3,252,618 after settlement for breaching safeguarding and outsourcing requirements under the Electronic Money Regulations 2011 between 1 November 2020 and 19 August 2025. The sanctions comprise a reprimand and a monetary penalty of EUR 4,646,597 reduced by a 30% settlement discount, and are subject to High Court confirmation before taking effect.
